Control ofátransportation ofáweapons andáhazardous substances atáNizhny Novgorod Airport isácarried outáaccording toáOrder ofátheáRussian Transport Ministry (Mintrans ofáRussia) No. 104áofá25áJuly 2007 "On Approval ofátheáRules ofáPreflight andáPostflight Checks"*.

Items, which can be used as tools of attack (an axe, a saw, an ice-axe, a crossbow, pneumatic weapons, an underwater gun, etc.), are carried only in checked baggage.

Conditions required for transportation of hazardous substances and items on board an aircraft in checked baggage of passengers, are specified in the list of hazardous substances and items, prohibited (allowed in compliance with the required conditions) from carriage on board an aircraft by crew members and passengers in checked baggage and in objects being with a passenger (see the List ofámain hazardous substances andáitems below).

Disclosed during preflight checks hazardous items and substances, which can be used as tools of attack, but not prohibited from carriage on board an aircraft, are to be packed by the passenger and transported as checked baggage.

In case of disclosing explosive, toxic, poisonous and radioactive materials at the checkpoint appropriate experts (bomb-disposal experts, specialists of civil defense) are called immediately.

Prior to arrival of specialists it is forbidden to undertake independent actions for deactivation of explosive, toxic, poisonous and radioactive materials.

Discovered during checking of passengers and aircraft crew members hazardous items and substances, available on free sale, but prohibited from carriage on board an aircraft, are withdrawn under an act of discovery and withdrawal from a passenger and an aircraft crew member during checking of prohibited from carriage dangerous cargo, items or substances, registered in the register of acts of discovery and withdrawal from passengers and aircraft crew members of prohibited from carriage dangerous cargo, items or substances and transferred for keeping to a specially equipped warehouse of the airport in accordance with the legislation of the Russian Federation.

In case of withdrawing from a passenger or an aircraft crew member weapons, ammunition, hazardous items or substances, prohibited from carriage on board an aircraft not produced during the preflight checks, the decision is made about bringing him/her to justice in accordance with the legislation of the Russian Federation.

If such a passenger is allowed to flight, his baggage is subject to the additional preflight check.


To prohibitátransportation onáboard aircraft byácrew members andápassengers ináchecked baggage andáamong belongings being with passengersáthe following dangerous substances andáobjects:

1) Explosive substances, blasting gear and objects filled with them:

  • any gunpowders ináanyápackage andáináanyáquantity;

  • ammunition cartridges (including small-calibre ones);

  • cartridges forágasáweapons;

  • hunting primers/caps;

  • pyrotechnicals: signal rockets, flares, signal cartridges, landing flare pots, torch/smoke pots, demolition matches, Bengal fires/sparklers, detonating signals;

  • trotyl, dynamite, trinitrotoluene, ammonal andáother explosive substances;

  • detonating primers, electric primers, electric squibs, detonating cords, blasting fuses, etc.

2) Compressed and liquefied gases:

  • household (butane, propane) andáother gases;

  • containers ofáspray with neuroparalytic andátear gases, etc..

3) Easily-flammable liquids:

  • acetone;

  • gasolene;

  • samples ofáeasily-flammable oiláproducts;

  • methanol;

  • methyl acetate (methyl ether);

  • carbon disulfide;

  • esters;

  • ethyl cellulose.

4) Flammable solid substances:

  • spontaneously ignitable substances;

  • substances releasing easily-flammable gases when interacting with water:

  • potassium, sodium, metallic calcium andátheir alloys, calcium phosphide, etc.;

  • phosphorus: white, yellow andáred, asáwell asáanyáother substances categorized asáflammable solid substances.

5) Oxidizers and organic substances:

  • colloidal nitrocellulose, inágranules oráflakes, dryáorámoist, containing less than 25%áofáwater orásolvent;

  • colloidal nitrocellulose, inálumps, moist, containing less than 25%áofáspirit;

  • nitrocellulose, dryáorámoist, containing less than 30%áofásolvent orá20%áofáwater, etc.

6) Toxic substances.

8) Caustic and corroding substances:

  • strong inorganic acids: hydrochloric, sulphuric, nitric andáothers;

  • hydrofluoric acid andáother strong acids andácorroding substances.

9) Poisonous and intoxicant substances:

  • any poisonous powerful andáintoxicant substances ináliquid orásolid state, ináanyápacking/container;

  • brucine;

  • nicotine;

  • strychnine;

  • tetrahydrofurfuryl alcohol;

  • antifreeze agent;

  • braking fluid;

  • ethylene glycol;

  • mercury;

  • all cyanides andácyanide preparations;

  • cyclone, calcium nitrates, arsenious anhydrides, etc.;

  • other dangerous substances, objects andágoods that mayábeáused asátools ofáattack onáaircraft passengers, crew orápose aáthreat toátheáflight ofátheáaircraft.

10) Weapons:

pistols, revolvers, rifles, carbines andáother firearms, gas, pneumatic weapons, electrical shock devices, daggers, stiletto knives, assault bayonets-knives, except forácases andáinátheáorder established byátheálegislation ofátheáRussian Federation.

  5. Hemopiezometer (blood pressure gauge ľ oneáperápassenger.

  2. Alcoholic beverages with alcoholic content ofábetween 24%áandá70%áinácontainers intended foráretail sale andánotáexceeding 5álitres inávolume perápassenger.

  3. Liquids andáalcoholic beverages with alcoholic content ofánotámore than 24%á-áwithout limitation.

  4. Aerosols foráeveryday domestic useáinácontainers ofánotámore than 500ámillilitres, andánotámore than 2álitres perápassenger.
